Not true. My 2.49 Service on NT4 Server works through the Web Config
interface just fine, with a few notes: Save-Save-Save out of
changes, and when in doubt re-start the web server.

It isn't clear why you've gone from bad to worse, but it "should"
work. And so far (knock wood) it does for me.

A thought: do you have the files open in an editor while trying to
change them via web-interface? That may not work (the editor may
have put an exclusive write-lock on the file). X's web-face does not
seem to be smart enough to know when a write fails.
